In the last four weeks of his assumption of office, the National Co-ordinator of Operation Whirlwind, Deputy Comptroller A.L Aliyu has shown mastery of his new assignment, traversing the length and breadth of the country, sensitizing all anti-smuggling agencies on the dangers of petroleum smuggling to the nation’s economy.

His latest visit whiptook him to Kano and katsina recorded feats as he held strategic meetings with the customs commands in Kano, katsina as well as the katsina state Co-ordinator of the Nigerian Midstream and Downstream Regulatory Authority (NMDPRA).

Describing the visit to the NMDPRA and the operatives of the Whirlwind as both timely and strategic, Aliyu stated that it also underscores the importance of strong collaboration between enforcement agencies and regulators in addressing the persistent challenge of petroleum products smuggling and other downstream infractions that threaten our national economy, energy security, and public safety.

Going memory lane, he said the Operation Whirlwind was established to combat the illegal diversion and smuggling of petroleum products across Nigeria’s borders.

Noting that effective enforcement cannot succeed in isolation, he emphasized that the role of NMDPRA as the statutory regulator of the midstream and downstream petroleum sector remains critical in ensuring compliance, transparency, and accountability across the value chain. ‘Our objectives are therefore, complementary, and our success is interdependent’

While commending the katsina Co-ordinator and the entire NMDPRA team for their professionalism and commitment to regulatory oversight in this strategically important state, Aliyu stated that katsina’s border location makes it particularly vulnerable to petroleum products smuggling, and the vigilance of the agency in licensing, monitoring,and compliance has been instrumental in supporting enforcement efforts.

The National Co-ordinator charged operatives of the Whirlwind reaffirmed the confidence of the Customs leadership in their dedication and sacrifice. ‘Your role on the frontline of this national assignment demands discipline, integrity and professionalism at all times. Let us continue to conduct our operations in strict adherence to the law, respecting human dignity while remaining firm against economic saboteurs’

Going forward, Aliyu strongly encourages enhanced intelligence sharing, joint inspections, coordinated enforcement actions, and continuous engagement between Operations Whirlwind and NMDPRA at both state and field levels.

‘Such synergy will significantly reduce loopholes exploited by smugglers and strengthen the overall regulatory and enforcement framework’ He assured the katsina state Coordinator of unwavering commitment to partnership and cooperation, stressing that ‘together we can safeguard petroleum resources, support government policies, and contribute meaningfully to national development and security’

The NMDPRA Coordinator enlisted his agency’s support towards nipping petroleum smuggling in the bud.

At the Kano State Customs Command, the National Co-ordinator said; “Let me begin by expressing our sincere appreciation to you, Comptroller, and the officers and men of this Command for the warm reception and cooperation extended to us. This visit is a testament to the shared commitment of all Customs formations toward safeguarding Nigeria’s borders, protecting the economy, and upholding the mandate of the Service.”

“Operations Whirlwind was established as a strategic response to the persistent challenge of petroleum products smuggling, which continues to pose serious threats to national revenue, energy security, and economic stability. The illegal diversion of petroleum products across our borders undermines government policies and encourages criminal networks. The Kano/Jigawa Border Command, given its strategic location and extensive trade routes, remains a critical partner in this national assignment.”

“Comptroller, we are not unmindful of the unique operational challenges faced by this Command, including vast border coverage, high commercial activities, and increasingly sophisticated smuggling methods.
