APAPA CUSTOMS COMMAND AGLOW AS CUSTOMS CG COMMISSIONS ANALYTICAL CENTRE NAMED AFTER HIM

The Comptroller General of Customs, Bashir Adewale Adeniyi, MFR today commissioned the Analytical Centre built by the Apapa customs command.

He commended the command’s management for achieving this feat in so short a time. In his welcome address, the Area Controller of the Command, Compt Oshoba said with the commissioning of the building’we are flagging off a new era of intelligence-driven customs operations and improved welfare for our officers’

The magnificent two-storey building we see today, proudly named the CGC Bashir Adewale Adeniyi Analytical Arena, has been designed with a futuristic, data-driven approach to border security. It is designed to house critical, tactical and operational components of our Command, including:
• The State-of-the-art Analytics Centre of excellence
• The Customs Intelligence Unit (CIU).
• The Command’s Clinic, to ensure the health and well-being of our personnel.
• Other key strategic offices.

This infrastructure is a direct reflection of the vision of our Comptroller-General to leverage modern technology and analytics to fight smuggling, secure our nation and facilitate legitimate trade.

This project is a tangible success story of the Customs-PACT (Partnership for Cooperation in Trade) as championed by our CGC. I must express our profound appreciation to our stakeholders and partners. Your collaboration has been instrumental in turning this vision into reality. Your willingness to partner with us demonstrates a shared commitment to building a stronger, safer and more prosperous Nigeria. Without your support, this rapid transformation would not have been possible.

I must also appreciate the CGC for your purpose-driven leadership, unwavering support and for prioritizing the welfare as well as operational efficiency of officers at the Command level. Naming this building after you is a testament to your dedication to duty and the inspiration you provide to all of us.

INTRODUCTION
The Bashir Adewale Adentyi BAA) Analytics Centre for Excellence is established as a specialized analytics and intelligence architecture within the Nigeria Customs Service (NCS), serving as the Command’s central platform for trade intelligence, revenue analytics, operational performance monitoring, and data-driven decision support.

The Centre functions as an enterprise-level analytics hub, leveraging structured datasets from core Customs ICT systems to generate actionable intelligence, enhance regulatory compliance, strengthen risk management frameworks, facilitate legitimate trade, and optimize revenue assurance mechanisms.

The BAA Analytics Centre shall design, operate, and administer a secure Data Repository and Digital Archive, integrating structured and semi-structured datasets to provide real-time and near real-times situational awareness across:

*Trade flows and commodity classification trends (HS-based analytics)
*Revenue performance dashboards and variance analysis
*PAAR utilization lifecycle monitoring
*Outstanding, unpaid, and partially settled assessments
*Command-level operational Key Performance Indicators (KPIs)

In alignment with the Nigeria Customs Service modernization agenda and digital transformation strategy, the Centre shall collaborate with the Service’s Technical Partner, Trade Modernization Project (TMP) Limited, to ensure system interoperability, API-based integration, middleware compatibility, and synchronization with existing Customs digital
infrastructure, inchuding:
*Electronic Cargo Tracking System (ECTS)
*Core clearance and declaration platforms
*Revenue management modules
*Risk management and compliance monitoring systems

SCOPE
The scope of the BAA Analytics Centre shall encompass:
i. Advanced trade and revenue analytics utilizing Customs enterprise data
systems
ii. Statistical modeling, forecasting, and performance intelligence reporting
ii. End-to-end PAAR lifecycle monitoring and unpaid assessnent analytics
İv. Development and deployment of measurable Key Performance Indicators
(KPIs)
v. Enterprise dashboard architecture and data visualization systens
vi. Management of centralized data repositories and digital archival infrastructure
vii. Integration of approved external trade intelligence databases and reference
platforms
vii. Electronic Cargo Tracking System (ECTS) monitoring and compliance
analytics
ix. Revenue assurance analytics and anomaly detection
X.Operational risk profiling and compliance trend assessment
xi. Time Release Study
xii. Geospatial Data and tracking

OBJECTIVES
The BAA Analytics Centre is established to achieve the following strategic and
operational objectives:
i. Institutionalize structured, evidence-based analytics to strengthen executive
decision-making across Commands and Units.
ii. Deliver standardized, automated, and time-bound statistical reports leveraging
validated Customs datasets.
iii. Detect, track, and escalate unutilized PAARS, unpaid assessments, valuation
inconsistencies, and revenue leakages through analytics-driven exXception
reporting.
İiv. Design and implement performance metrics and Command-level scorecards
aligned with Service-wide KPlsand modernization benchmarks.
V. Develop and maintain real-time executive dashboards for revenue monitoring,
trade intelligence, and compliance tracking.
vi. Administer and safeguard the BAA Data Repository in accordance with data
governance, cybersecurity, and confidentiality protocols ofthe Service.
vi. Support policy implementation, operational reforms, and strategic planning
throughapplied analytics, predictive insights, and trend forecasting.
vii. Enhance oversight of Electronic Cargo Tracking operations through data
validation, movement analytics, and exception monitoring frameworks.
